Online Waiting List Pre-Application

Please read all the information below before beginning the online registration process.

The Indianapolis Housing Agency (IHA) provides affordable housing to low-income families, senior citizens, and individuals with disabilities. IHA’s two housing assistance programs are the Housing Choice Voucher Program (Section 8) and the Public Housing Program. IHA also provides affordable and market rate housing to families and individuals.

Section 8/Housing Choice Voucher (HCV) Program
IHA administers two different types of rental assistance, tenant-based and project-based. Both programs have similar admission requirements established by the U.S. Department of Housing and Urban Development (HUD).
    -Tenant-based qualified program participants are issued a Housing Choice Voucher (HCV) that allows them to find a privately-owned apartment or house of their choice. If it meets all program requirements and the owner participants in the HCV program. This program allows you to move from one place to another, meaning the rental assistance follows the tenant.
    -Project-based program participant live in a specific building in which the units are subsidized. If the tenant moves from the building, they lose their rental assistance, meaning the assistance does not follow them because the subsidy is tied to a specific building and/or property.

Public Housing
IHA provides a subsidy in its own housing developments throughout Indianapolis. If you select public housing, IHA will offer you a specific housing unit at one of the public housing developments. Public Housing assistance cannot be used at private rental units. A participant in the public housing program usually, but not always, their rent is about 30% of their monthly income. IHA pays the rest of the rent, providing a “subsidy”.

Affordable Housing
IHA owns and manages affordable housing throughout the City of Indianapolis. Affordable housing is part of the Low Income Housing Tax Credit Program (Section 42). Residents must have an income at or below 60% Area Median Income for Marion County. A resident must meet the student status requirement established by the Internal Revenue Service. Rents are set annually be HUD. HCV tenant-based voucher holders can apply for this type of housing.

Market Rate Housing
Refers to properties that are owned by IHA that are without rent or income restrictions. There is no subsidy for this housing.


Assistance with the online application is available for persons with special needs or disability, must be put in writing to the IHA Office located at 1919 N. Meridian Street, Indianapolis, IN 46202 ATTN: ONLINE APPLICATION.

You may complete an online application at any time. HCV (Section 8) applications can be received ONLY during the open wait list period. Duplicate forms will not be accepted. Applicants will receive a confirmation number to acknowledge successful transmission of the application. Answer all the questions on this website carefully and thoroughly. BEFORE you click on “Submit Application,” make sure your application is complete.

Step 1:You can apply for as many waitlists that you qualify for. You may complete ONE APPLICATION FOR ALL WAITLISTS AT ONE TIME. If you are unable to check a waiting list for a program or property, it is because that waiting list is temporarily closed Step 2:When you click on “Submit Application,” you will receive a confirmation, meaning that you have successfully applied for a housing program (s) or property. By submitting this pre-application information you are not guaranteed housing assistance or placement on any waiting list.

Select your preferred wait list(s). When you select one of the public housing programs, affordable housing or market rate housing, a list of property names and addresses will appear. You can apply for as many properties as you would like. If a property is listed in the color grey and you cannot enter a check in the box that means applications are not being accepted for that property. If you select a property but later refuse an offer of a housing unit at that property, you will be removed from ALL waiting list(s) you applied for. Therefore, please check ONLY the properties where you are willing to live.

Please have the following information available for each household member BEFORE you begin the application process:
  • Social Security Card
  • First and Last Name
  • Date of Birth
  • Pen and Paper to write down your confirmation number


Once you submit your application, it is your responsibility to ensure that all information remains current. When your online application comes to the top of the waiting list, you will be notified by email or regular mail. If we are unable to contact you because of an email address that is no longer valid or a letter is returned because of an invalid address, your name will be removed from the waiting list.

You are required to update any changes in your name, address, phone number, e-mail address, income and family size. Changes must be completed through the applicant portal at the IHA website: www.indyhousing.org Click on “APPLICANT PORTAL”, enter your social security number or application confirmation number to locate your application information. No changes will be taken over the phone.

  2. To be eligible for housing assistance, applicants must meet the following criteria:

  • Qualify as an individual or family as defined by IHA
  • Head of household must be at least 18 years of age at the time of this pre-application or an emancipated minor by a court of competent jurisdiction, consistent with Indiana law.
  • Have annual income at the time of admission that does not exceed the established income limits at the time of admission according to the maximum income for each program as established by the U.S. Department of Housing and Urban Development (HUD)
  • Applicant and all adult members of the family must pass a criminal background check
  • Applicant may be required to submit to a drug screening
  • Applicant or any member of the family that has ever been convicted of manufacturing or producing methamphetamine on the premises of any HUD-assisted housing will not be eligible for housing assistance.
  • Applicant or any family household member that is subject to a lifetime registration requirement under a state sex offender registration program will not be eligible for housing assistance.
  • Applicant and all members of the family must provide documentation of social security numbers for all family members or certify that they do not have social security numbers at the time of initial eligibility interview.
  • Applicant and all members of the family must meet HUD or IRS Section 42 requirements on citizenship or immigration status.
  • Applicant must meet the HUD or IRS Section 42 student status requirement.
  • Applicant or any member of the family who currently owes rent or other amounts to IHA or any other housing authority will not be offered assistance until the outstanding balance is paid in full.
  • The family must not have been terminated within the past five years from any housing assistance programs, due to violation of family obligations under the voucher or public housing lease agreement; or, within one year for non-payment of rent in the public housing program.

The IHA preference system is used to establish the order of placement on the waiting list, not to guarantee admission. There may be factors other than preferences that affect the selection of applicants from the waiting list.
